Procedure for ensuring a high energy efficiency standard for all new build properties (OP1:V9:22/04/08)

Responsibility

Head of Design, Development Managers (SHG), Employer’s agent, Clerk of Works.

Action

Design and Build

  1. SHG Design Guide Criteria (DGC) and Specification and Workmanship (VHA version) will be incorporated where possible into or appendixed to new ‘design and build’ contracts.

  2. All schemes will achieve Code for Sustainable Homes (CSH) level 3 and best endeavours will be made to achieve level 4 or higher if minimum standards are increased by the government or the housing corporation.

  3. The selected contractor must satisfy the Association that they will meet the standards as set down in the DGC.

  4. Checks of energy efficiency measures will be made as part of the Association’s normal procedure for site checks. (See  “New Build Procedure Guide”)

  5. All dwellings and common areas will to be fitted with low energy light fittings. Type to be approved by contract administrator

  6. Any supplied white goods to be A rated minimum, including shared ownership units


In-House or Traditional Design

  1. The Head of Design, SHG or external consultant will be required to incorporate the DGC into their designs for all new buildings.

  2. Actions 2-6 will then be followed as above.


Recording

  1. The SHG Design Guide, (VHA) version to be reviewed periodically by the Head of Development and amended if necessary in consultation with SHG


  2. The following documents will be kept on file:

  3. a.    The contract tender documents.

    b.    The tenders returned by contractors. (if applicable)

    c.    Records of the tender selection process. (if applicable)

    d.    Records of site checks by the Employer’s Agent or Clerk of Works (whichever is the Association’s representative).

    e.    Specifications of the building.

    f.    Standard Assessment Procedure/ Carbon Index rating certificates

    g.    Eco-Homes or equivalent Assessment and rating (copy kept in the Development file)

    Once the site has been completed, the Building Manual, which will contain ‘e’ and ‘f’ above along with other building/site details will be held by the Property Services Team at Hanney.
