Procedure for the Identification and Disposal of Contaminated Soil from New Development Sites (OP17:V5:22/04/08)

Responsibility

  1.  Development Manager (SHG), Head of Design and the appropriate Contract Administrator.

Action

  1. When purchasing a site a full soil investigation is to be carried out and assessed by the appropriate Contracts Administrator prior to exchange.

  2. If contamination is recorded which exceeds the EU recommended trigger levels then a further report from a specialist site remediation expert will be required. The report should include an historic use investigation of the site and the projected cost of remediation.

  3. Following receipt of the specialist report, if the site can still be economically brought back into use by the Association, the appropriate Contracts Administrator should carry out the remediation measures specified. If possible the soil should be treated in situ.

  4. If an in-situ bacterial treatment will not sufficiently reduce the toxicity of the soil, the appropriate Contracts Administrator should ensure that the contaminated soil is transported to the nearest registered disposal site for dumping. Contaminated Land Fill Tax should be reclaimed by the Association contractors.

  5. The principal Contractor under the CDM regulations should include a clear Method Statement for handling and disposal of the contaminated soil in the Construction Phase Health and Safety Plan

  1. The above procedures to be integrated into the Vale Development Department Procedure Guide and recorded on each site file.
