Procedure for ensuring a high energy efficiency standard for all refurbished properties (OP2:V9:03/08/06)

The Housing Corporation has not set any SAP rating (energy efficiency) standards for refurbished property. The level of achievable thermal efficiency is highly dependent on the structure of the building.

Responsibility

  1. Head of Surveying, Senior Building Surveyor, Building Surveyor, Clerk of Works

Action

  1. When specifying refurbishment work the Head of Surveying, Senior Building Surveyor or Building Surveyor will investigate best practice for achieving thermal efficiency for the type of property being refurbished. On completion of the work, the improved SAP rating is recalculated.  

  2.  Environmental considerations shall be taken into account during the project approval process and are referred to on the Project Approval form.

  3.  Where appropriate, all refurbishment contracts will specify double-glazing and 200mm of loft insulation for areas that are heated.

  4. The (Senior) Building Surveyor and Clerk of Works will ensure that the contractors are refurbishing the building in accordance with the agreed specification.

Recording

  1. The measures to improve thermal efficiency are included in both the refurbishment drawings and are specified in the refurbishment contracts. These will be held on the Contract File.
