Procedure for replacing central heating for Vale Housing Association tenants (OP3:V6:25/10/2007)

Action

1.    The Senior Services Surveyor identifies which properties are in greatest need of a replacement central heating system, using information such as availability of spares, age of existing system, level of efficiency, type of use, frequency of failure/breakdown, type of property structure. He/she then identifies what type of fuel is available (gas, electricity) and notifies the tenants occupying these selected properties of the need to replace the heating and hot water system.
2.    Once the Senior Services Surveyor has identified which heating and hot water  systems are in greatest need of replacement, the most suitable type of heating and controls required to suit the application are selected. High Efficiency boilers will be fitted where ever practically possible. The Heating Contractor will visit each property to take measurements and record property characteristics to use for calculating system design, which the Senior Services Surveyor or Services Surveyors shall check before installation commences.
3.    The Heating Contractor then calculates the heat output required to heat all rooms and to provide hot water, and produces a heating plan for the Senior Services Surveyor or Services Surveyors to inspect and approve, and also for the installers to work from.
4.    The Senior Services Surveyor or the Services Surveyors inspect a varying proportion of installations (dependent on contractor performance), as the works progress and carries out a number of final spot-check inspections of the completed systems.
5.    The Senior Services Surveyor, Services Surveyors and the Heating Contractor will advise tenants how to use their new heating and hot water system most efficiently. They will also answer any queries tenants have over the telephone.

Recording

Completion Certificates detailing energy efficiency advise has been given are kept in the Property Services house files.
All other information, including heating plans and specifications are kept in a series of separate files by the Senior Services Surveyor and Services Surveyors.
